Alrighty, again one of those Email #selfhosted days, in which we get to deal with Microsoft's BS.
So, here we are. You got the feared "Please contact your ISP since part of their network is on our blocklist" error, what now?
Well, first of all, make well damn sure that it's not you who has been misbehaving.
Once that's settled, you can consider getting in touch with MSFT directly, how?
This is actually hidden in tiny links in huge walls of text, and it actually CHANGES over time.
Let's see:
It is actually **good** for you to have applied to their crappy Smart Network Data Services.
I tell you, SNDS is not smart. Not really.
This is the URL, you have ti sign up, for this you need a Microsoft account (any email will do)

The interface is from the 90s, it works decently, it's just the system that is limited and the wording that is quirky.
In there, you will have to "Request Access" to your IPs reputation data (tiny link, sidebar menu!).
In there, you'll have to paste in the IP range you are interested in.
Note that it only talks about IPv4; well, it's the 90s at Microsoft's, that's all they have.
You'll have to either use a single IP address verbatim, or CIDR/ASN (if you have these, why are you reading this? pay me to help you out instead :-D. J.K. I hope this is useful!).
Based on the IP, they'll check its PTR and also the whois information and propose several options derived from that.
